Markus Kessler is the Associate Commissioner for Strategy, Research, and Provider Partnership in the Division of Child and Family Well-being (CFWB) at the NYC Administration for Children’s Services (ACS). The NYC Administration for Children’s Services (ACS) is a Mayoral agency with the mission of protecting and promoting the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. As an Associate Commissioner in CFWB, Markus leads child care data management; quality assurance and quality improvement process for NYC’s Family Enrichment Center continuum; modernization and improvement strategies; and spearheads research and innovation efforts to advance work to better serve families.
Prior to June of 2022, Markus was an Assistant Commissioner in the Division of Prevention Services where he led the Community Based Strategies (CBS) team, including two offices focused on Strategic Initiatives and Program Management & Sustainability. In this role he oversaw the implementation and sustainability of the newly restructured child welfare prevention services system in NYC, consisting of 45 community-based organizations and 138 mental health, substance misuse, domestic violence, and case management programs. This included, for the first time, 7 community-based organizations implementing Mobility Mentoring in NYC’s child welfare prevention system. Additionally, he oversaw the execution of special projects and initiatives to advance the strategic vision of DPS and ensure all programs, system-level improvements, and innovations were informed by qualitative and quantitative data, family-centered, and equity-driven.
